Enterprise zones are economically distressed areas where tax credits and other financial incentives are offered to to encourage investment and job creation. Proponents claim that incentives lead to business investment and job creation in the neglected areas, but a report by policy analyst George Awuor finds that zones in Colorado have resulted in minimal investment and job creation and have produced few significant economic benefits.
