Money saved from school district mill levy: For the 2008-09 budget year, and each budget year thereafter until a court has entered a final judgment in Mesa County Board of County Commissioners v. Colorado Department of Education, directs the state treasurer to transfer to the School District Reimbursement Account (created by the bill) an amount equal to the savings that result to the state from the mill levy stabilization plan enacted through the School Finance Act of 2007. If the court rules in favor of the plaintiffs, requires the General Assembly to appropriate the money in the account to the Department of Education to be distributed to school districts to assist the districts in paying taxpayer refunds. If the court rules in favor of the department, requires the General Assembly to transfer the moneys in the account to the state education fund for use by the state.

Authorizes the Colorado Tolling Enterprise to designate part or all of Interstate 70 between Floyd Hill and the Eisenhower Johnson Memorial tunnel as a toll road. The tolls are limited to a maximum of $5.00 per vehicle and two-thirds of the revenue generated is to be used to expand the highway to alleviate congestion and the rest used for administration, operation and repairs. Residents of Gilpin, Clear Creek and Summit counties and businesses with vehicles registered in those counties would be exempted from the tolls. The CTE is encouraged to seek waivers from the federal government to prevent the loss of federal funding.

Hosptials Medicaid units of government: allows governmental hospitals to levy a sales tax throughout their specified taxing area, if approved by voters. Taxing areas are defined. The revenue collected from a new sales tax may not be used to replace state funding for the hospital. Transportation Infrastructure Preservation Act: Imposes an additional $6 per day fee on daily vehicle rental fees; a transportation infrastructure preservation fee equal to the difference between the amount of the current ownership tax imposed on a vehicle and $75; and, a bridge safety trust fund fee equal to $25 on up to two vehicles registered to the same owner. Vehicles on which the ownership taxes total less than $75 during 2008 are exempted from the transportation preservation fee. Some farm and other vehicles are exempted from the bridge safety trust fund fee. These fees would be suspended in any year beginning with fiscal year 2010-11 if the legislature reduces the amount of General Fund transfers to transportation under current law. It also directs how much and to what purposes revenues in both funds can be used. Guarantee tuition contract higher ed: Requires a state-supported institution
of higher education to offer to enter into a fixed-rate contract with an
incoming freshman student. Specifies that the contract shall fix the
student's rate of tuition at the amount charged at the time of enrollment in
the institution if the student remains enrolled full-time; completes a
2-year degree program within 2 years, a 4-year degree program within 4
years, or a teaching program within 5 years; and maintains at least a 2.0
grade-point average each semester. Revokes the fixed-rate contract
permanently if the student does not meet one or more of the specified
requirements.

Teacher loan forgiveness program: Expands the definition of "rural school district" to allow more teachers who teach in rural areas to qualify for the teacher loan forgiveness pilot program. Specifies that the General Assembly may appropriate General Fund money to fund the program. Removes the provisions that limit the program to repaying only CollegeInvest loans. Increases the dollar amount that all teachers under the program can seek in loan forgiveness. Extends the repeal date of the program.

Interstate Compact Ed Military Children: Creates an interstate compact on educational opportunity for military children. Directs the governor to enter into a compact on educational opportunity for military children with other states to remove barriers to educational success that are imposed on children of military families because of frequent moves and deployment of their parents.
