This summer, seven interim committees are at work studying issues related to health care, developmental disabilities, mental illness, police and firefighter pensions, mineral severance tax, transportation and water resources.

Use the links provided below to go directly to each committee’s website. There, you can learn the legislators serving on the committee, the state staff assisting the committees, and meeting schedules and agendas. As the work of the committees progresses, you will also be able to view memos, reports and proposed legislation. The CRS or bill numbers refer to the enabling statute or legislation.

The Bell Policy Center and Bell Action Network do not explicitly support or oppose the proposed bills unless indicated. The Bell provides these summaries as a service to the public.

During the regular legislative session, the Bell Policy Center's Legislative Status Report only tracks bills directly related to Bell's opportunity agenda. However, in this report, we present information and links for all of the summer's legislative interim committees.

The 10-person bipartisan task force, composed of five members each from the Senate and House, will study methods to improve the system that provides long-term health care services and supports to persons with long-term disabilities. Makeup of the committee and meeting dates are still to be determined, pending selection of committee members.

Long-Term Care Health Care Services and Support to Persons with Developmental Disabilities Committee

WebsiteEnabling legislation HJR 07-1043

The 10-person bipartisan committee, made up of a five members each from House and Senate, is to study methods to improve the system that provides long-term health care services and support to persons with developmental disabilities. The committee is to be selected by July 1 and will meet as many as six times during the 2007 interim. The public shall have the opportunity to comment on items related to the committee’s work. The committee is to submit its findings and recommendations to the House and Senate Health and Human Services committees by Dec. 15, 2007.

Mental Illness in the Criminal Justice System

WebsiteEnabling statute CRS 18-1.9-103

The committee is to consist of six members of the House and Senate appointed from each party. It is to meet at least once by Aug. 1 and at least three more times before submitting a report to the General Assembly by Jan. 15, 2008. The committee is to be assisted by a 29-member task force, which is to meet on the third Thursday of each month.

Police Officer's and Firefighter's Pension Reform Commission

WebsiteEnabling statute CRS 31-31-1001

The commission is to consist of 15 bipartisan members: five from the Senate and 10 from the. It is to study and develop proposed legislation relating to funding of police officers’ and firefighters’ pensions in Colorado and benefit designs of such pension plans. The commission study shall include a review of and the proposed legislation may include normal retirement age and compulsory retirement, payment of benefits to normal retirement age and service requirements for eligibility.

Severance Tax and Federal Mineral Lease Revenue Allocation

This bi-partisan 11-member committee will propose legislation or other policy changes concerning the allocation of severance tax or federal leasing revenues. It will hold hearings to receive information or public input regarding allocation of severance tax and federal mineral leasing revenues. The committee shall submit written findings and recommendations and any recommended legislation to the Legislative Council no later than Nov. 15, 2007.

Transportation Legislation Review Committee

Website • Enabling statute CRS 43-2-145 and legislation HB 07-1018

This bi-partisan 20-member committee (13 from the House and seven from the Senate) shall meet at least once each year to review all transportation legislation. It may review any phase of Colorado Department of Transportation operations, including planning and construction of highway projects, before or during the completion of such projects. After review of such projects, the committee may recommend additional legislation. The committee is also to recommend ways to finance the state transportation system.

Water Resources Review Committee

WebsiteEnabling statute CRS 37-98-102

This 10-member bipartisan committee (five each from the House and Senate), is to monitor the conservation, use, development and financing of the water resources of Colorado. It will meet at the call of the chair up to six times during even-numbered years and up to eight times during odd-numbered years to review and propose water resources legislation and discuss related matters.
